The new EU project “Framework for Defining Climate Mitigation Pathways Based on Understanding and Integrated Assessment of Climate Impacts, Adaptation Strategies and Societal Transformation” (acronym: KNOWING) is funded under the Horizon Europe programme. The project aims to develop a modelling framework to better understand and quantify the interactions between climate change impacts and risks, mitigation measures and adaptation strategies. It also seeks to assess the interrelationship between public and private climate mitigation and adaptation strategies, and to identify optimal combinations of cross-sectoral interventions. Ultimately, the project contributes to sustainable tourism development, climate protection and broader societal transformation.
KNOWING is a research and innovation project focused on identifying climate impacts and their interconnections, as well as analysing existing and planned mitigation activities in partner countries. These activities are assessed against each country's current strategic frameworks to evaluate their alignment with evolving climate realities and to enhance them where necessary. The results will be transferred to stakeholders to support the development of informed adaptation strategies and pathways for societal transformation.
The project applies a range of research and analytical methods, establishes a comprehensive knowledge base and develops practical tools to support mitigation efforts. Activities include networking, knowledge transfer, capacity-building and stakeholder engagement to ensure sustainable development. Research findings are presented to key public and private stakeholders to strengthen their readiness and capacity to implement effective adaptation and mitigation measures.
The Zagreb County Tourist Board is the only Croatian partner in the consortium. Its activities include promotion, networking, communication, dissemination, organising workshops, knowledge transfer, and capacity-building. The Tourist Board also collaborates closely with project partners to develop research outputs, support data collection, and contribute to the joint preparation of guidelines for climate adaptation and mitigation actions.
The project will run for 48 months, commencing on 1 June 2022 and concluding on 31 May 2026.
The total value of the project amounts to EUR 6,579,574.00. The Zagreb County Tourist Board is the sole representative of the Republic of Croatia within the consortium, participating alongside 18 additional partners, comprising representatives of the public and private sectors, research and scientific communities, policy-makers, and business stakeholders from seven European countries.
The overall project coordinator is the Austrian Institute of Technology (AIT), Vienna, acting as RTO (engl. Research and Technical Organisation).

Klimatske promjene sve su prisutnije u našoj svakodnevici – toplinski valovi, suše, poplave i druge ekstremne vremenske pojave više nisu rijetkost. No iako svi dijelimo planet, ne reagiramo svi isto na klimatske izazove.
Zato je projekt KNOWING razvio Climate Impact Coping Typology – tipologiju suočavanja s klimatskim utjecajima – kako bi bolje razumjeli načine na koje ljudi doživljavaju, interpretiraju i reagiraju na klimatske promjene.
What Is the Climate Impact Coping Typology?
It is a structured framework that classifies different behavioural patterns and emotional responses in the context of climate change. It helps identify how people and communities:
- Adapt to climate impacts (e.g. lifestyle changes, relocation, investment in resilient infrastructure)
- Emotionally cope with uncertainty and risk (e.g. concern, anxiety, denial)
- Make decisions in response to concrete consequences (e.g. risk avoidance, proactive planning, or waiting for institutional intervention)
Why Is This Important?
Razumijevanje tih razlika ključno je za kreiranje pravednih i učinkovitih klimatskih politika. Pristupi koji ne uzimaju u obzir stvarne načine suočavanja ljudi često ostaju neprimijenjeni – ili čak izazivaju otpor.
The typology developed within KNOWING supports:
- Policy-makers in designing more targeted adaptation measures
- Researchers in linking social and environmental dimensions of climate change
- Communities in recognising themselves within climate narratives and engaging more actively in planning processes
