The right of access to information and the re-use of information is exercised in accordance with the Act on the Right of Access to Information (Official Gazette No. 25/13) and Act on Amendments to the Act on the Right of Access to Information (Official Gazette No. 85/2015).
The right to access information is founded upon the principles of publicity and free access (Article 6), timeliness, completeness and accuracy of information (Article 7), equality (Article 8), lawful use of information (Article 9), and mutual respect and cooperation (Article 9a). Pursuant to Article 5, paragraph 1, item 5 of the Act, this right “includes the right of users to request and obtain information, as well as the obligation of public authorities to enable access to the requested information, or to publish information independently of a request where such publication arises from a legal or regulatory obligation.”
The right of access to information held or supervised by the Zagreb County Tourist Board is regulated by the aforementioned legislation. The right to re-use information is governed by Article 27 of the Act on the Right of Access to Information (Official Gazette Nos. 25/13 and 85/2015) and Pursuant to the Act on Amendments to the Act on the Right of Access to Information (Official Gazette No. 85/2015).

Conditions for the Re-use of Information
The conditions governing the re-use of information are prescribed by Article 31 of the Act on the Right of Access to Information (Official Gazette Nos. 25/2013 and 85/2015), which provides that:
"(1) Public authorities shall make data available for re-use without restrictions, for free use and in an open format.
(2) In justified cases, public authorities may determine conditions for re-use. Such conditions must not unjustifiably restrict the possibility of re-use or be used to limit market competition.
(3.) Conditions for re-use must not be discriminatory with regard to the same or similar types of information, nor between commercial and non-commercial use.
(4) Where a public authority re-uses its own information as a basis for commercial activities outside the scope of its public duties, the same conditions shall apply as to other users.
(5) The types and content of licences determining re-use conditions, in accordance with standard open licences, shall be prescribed by the minister responsible for public administration.
(6) Public authorities are required to publish on their website the licences governing re-use conditions, or links to such licences, in accordance with standard open licences. "
Article 15 of the Act on Amendments to the Act on the Right of Access to Information (Official Gazette No. 85/2015amends Article 27 of the original Act (Official Gazette No. 25/2013) as follows:
Članak 15.
" (1) Every user has the right to re-use information for commercial or non-commercial purposes in accordance with the provisions of this Act.
(2) For the purpose of re-use, public authorities are not obliged to create, adapt or extract parts of information where this would require a disproportionate expenditure of time or resources, nor can they be required to continue updating, upgrading or storing information for re-use purposes.
(3) Matters not specifically regulated by this section shall be governed, as appropriate, by the other provisions of the Act."
