Zagreb County Tourist Board Director Ivana Alilović: “The Plan Is a Living Document That We Adapt to the Realities on the Ground”

Zagreb County Assembly Unanimously Adopts Amendments to the Destination Management Plan Through 2028

At its eighth session, held today, the Zagreb County Assembly unanimously adopted amendments to the Destination Management Plan for Zagreb County through 2028. The amendments were presented by Ivana Alilović, Director of the Zagreb County Tourist Board.

The amendments relate exclusively to Section 7 of the Plan, which contains the list and descriptions of projects. They aim to align the project component with local tourist boards' plans and to define implementation responsibilities more clearly, in coordination with the Ministry of Tourism and Sport. The established objectives, measures and sustainability indicators remain the foundation for the destination’s future development.

“The Plan is a living document that we adapt to the realities on the ground, working closely with local tourist boards and the people who shape our tourism offer every day. Their experiences, needs and ideas help us plan development that reflects the realities of life in our towns and municipalities. Our responsibility is to translate those needs into clearly defined projects and responsibilities so that we can turn our shared objectives into tangible results. I want to thank everyone who contributes their knowledge and cooperation to this process, as well as the Assembly members for their unanimous support,” said Ivana Alilović.

Clear Distinction Between Regional and Local Projects

The original list comprised 166 projects at regional and local levels. The revised project component of the regional Plan is now structured around five overarching thematic projects for the period from 2026 to 2028, while local tourist boards will incorporate their own projects into their respective destination management plans.

This approach establishes a clearer distinction between the scope of the regional Plan and that of local plans, eliminating overlaps and duplication of project activities. The five overarching projects provide a thematic framework for the development and implementation of individual initiatives at regional level.

The five priority areas are:

  • Promoting sustainable and regenerative tourism and strengthening destination recognition
  • Strengthening sustainable tourism management
  • Developing wine and gastronomy tourism
  • Developing active tourism
  • Developing health tourism

Through these priority areas, the Zagreb County Tourist Board is directing its regional activities towards the competitive, balanced and year-round development of sustainable tourism.

Aligning the Plan During Implementation

The Destination Management Plan was adopted on 2 October 2025. To date, implementation has included coordinating with stakeholders, reviewing project proposals, and aligning them with local destination management plans.

Local plans adopted subsequently, together with additional guidelines issued by the Ministry, required further alignment of the project component and a clearer division of activities. The adopted amendments will facilitate more transparent planning of future activities, a clearer allocation of responsibilities and more effective monitoring of project implementation.

Progress and contributions towards achieving the Plan’s objectives will be monitored throughout its implementation period, until 2028. The Zagreb County Tourist Board will continue to coordinate regional activities in cooperation with local tourist boards and other stakeholders, with national, regional and local authorities sharing responsibility for implementation within their respective areas of competence.
